Pittsburgh, PA – The Pittsburgh Water and Sewer Authority (PWSA) has hired Ms. Julie A. Quigley to be its Director of Administration. The Director of Administration is a leadership position that will spearhead critical reforms and improvements in customer service, billing and collections, performance management, and IT.
Ms. Quigley brings over twenty-five years of experience in billing and customer service to PWSA’s leadership team. Most recently, Ms. Quigley served as the Utility Billing Manager at Jordan Tax Service, Inc. Before leaving in 2011, she held several billing and customer service management positions at the City of Pittsburgh’s Department of Water and PWSA.
“Providing accurate and timely bills to customers is our top priority. We’re thrilled to have Julie return to the Authority to stabilize our systems and elevate the manner in which we interact with our customers,” said PWSA Interim Director Robert A. Weimar.
PWSA Board Chairperson Debbie Lestitian said, “The Authority’s Board of Directors recognizes we must restore customer confidence immediately. The Director of Administration position is an executive-level position empowered to implement meaningful and lasting solutions to the billing problems that have hamstrung PWSA for far too long.”
As Director of Administration, Ms. Quigley will establish performance metrics based on industry standards to ensure that PWSA customers benefit from service levels provided by comparable water utilities. One of Ms. Quigley’s immediate assignments will focus on the capabilities of PWSA’s computerized billing system, and the extent of third party services that are needed to improve its accuracy to industry-best levels. Shifting PWSA to a performance-based organization is one of several organizational improvements underway at PWSA.
