The PWSA Board of Directors is the governing body of the Authority. The Board is responsible for providing strategic direction and oversight to the PWSA management team, as well as adopting the Authority’s annual operating and capital budgets, approving contracts, and setting rates. Rate changes proposed by the Board are subject to final review and approval by the Public Utility Commission (PUC). Board Members are nominated by the Mayor and confirmed by City Council.
All PWSA Board Meetings are held in the Board Room, on the 1st floor of 1200 Penn Avenue, Pittsburgh, PA 15222. Board meetings begin at 10:00 a.m. every fourth Friday of the month, with exceptions for holidays.

A notice of ten (10) days prior to date of regular meeting must be given to the Executive Director or the Chairman in order to address the Board.
Paul Leger serves as Chair of the Board of Directors at the Pittsburgh Water and Sewer Authority. He has extensive experience in public sector and nonprofit management and in projects that support government and public education.
Margaret Lanier serves as Vice Chair of the Board of Directors at the Pittsburgh Water and Sewer Authority. She has over 35 years of experience in finance and treasury functions.
Former City of Pittsburgh official and adjunct professor at the University of Pittsburgh Graduate School of Public and International Affairs, Jim Turner currently serves as the Secretary of the Board of Directors at the Pittsburgh Water and Sewer Authority. He also worked with the Allegheny Conference on Community Development and at the Pennsylvania Economy League.
Councilwoman Deb Gross represents Pittsburgh’s District 7. She has worked as a community organizer, strategic planner, and fundraiser for a variety of organizations, currently serving as Assistant Secretary of the Board of Directors at the Pittsburgh Water and Sewer Authority.
Chatón Turner brings experience working as a community organizer, strategic planner, and fundraiser for a variety of organizations to the Pittsburgh Water and Sewer Authority as a member of the Board of Directors. She currently serves as associate counsel at UPMC, adjunct professor at the University of Pittsburgh School of Law, and vice president of the FISA Foundation board.
Since receiving his Ph.D. in Chemical Engineering from Cornell University in 1983, Michael Domach has served on the faculty of Carnegie Mellon University as a Professor of Chemical and Biomedical Engineering. Dr. Domach’s many accomplishments include being appointed Editor of Biotechnology Progress, authoring multiple significant research publications, and receiving a Presidential Young Investigator Award from the National Science Foundation.
