Street Vacation Approval

A street vacation refers to the process for an individual to petition to acquire a public right-of-way adjacent to their property. A right-of-way is generally only vacated when it is not in use for transportation or utility provision purposes.

This application is initiated through the City of Pittsburgh Department of Mobility and Infrastructure's (DOMI) Street Vacation Application. DOMI's application requires approval letters from any utility that may be affected by the street vacation including PWSA. 

General Requirements

To obtain a letter of approval from PWSA for a street vacation, you must submit the following:

  • Letter of request with a description of proposal and justification
  • Site survey w/ property lines, parcel numbers, proposed vacation extents, owners, and known PWSA facilities
  • Applicant contact information

To obtain maps or record drawings of PWSA facilities, submit an electronic request

Submission Requirements

Please email the required documentation as an attachment to Developer_Tap_in_Permits.Street_Vacations@docs.e-builder.net. A review will occur within 30 business days. A staff member will be in touch if more information is requested or when an approval/denial letter is ready. 

Encroachment Permit

An encroachment permit refers to the process for an individual to permanently place facilities or structures within the public right-of-way. Encroachment permits require legislative action and therefore can take several months to obtain.

This application is initiated through the City of Pittsburgh Department of Mobility and Infrastructure's (DOMI) encroachment permit process. DOMI's application requires approval letters from any utility that may be affected by the encroachment including PWSA. 

General Requirements

To obtain a letter of approval from PWSA for an encroachment permit, you must submit the following:

  • Copy of DOMI Permit Application
  • Site survey w/ property lines, parcel numbers, proposed encroachment extents, owners, and known PWSA facilities
  • Specifications of the proposed encroachment

To obtain maps or record drawings of PWSA facilities, submit an electronic request
