Water Meter Sizing

Occasionally, the size of a domestic water meter installed when a structure was originally built is no longer appropriate. Additionally, the minimum monthly charge for a water bill is calculated based upon the size of the meter. If the meter is too large, a property owner may be paying more than is required. This may result in a meter sizing request.

Meter Upsizing

Single-family homeowners may use the Meter Sizing Application or the webform at the bottom of this webpage to upsize their domestic water meter up to one inch (1”) without requiring any additional permits. Meters larger than one inch (1”) may be subject to additional requirements.

Property owners of any structure that is not a single-family home are required to request upsizing their domestic water meter through the development permit process. Through this process, the applicant must provide PWSA with information regarding water demand and the use of the building.

Meter Downsizing

Property owners are eligible to request to downsize a domestic water meter with the Meter Sizing Application or the webform at the bottom of this webpage. If your building has a residential sprinkler system with a 1" meter, you cannot downsize.

Please fill out and submit the information in the webform below to have the size of your meter changed.

Please note the following:

  1. If determined necessary, a recording device may need to be installed on the supply line for a period of two (2) weeks to monitor the water usage.
  2. Should a larger meter be required in the future, it would have to be purchased from and installed by The Pittsburgh Water and Sewer Authority (PWSA).
  3. Preparation of the setting for the smaller meter must be done by a qualified plumber at the property owner’s expense.
