About the Project
Our current focus is on the covered Highland Reservoir at the intersection of One Wild Place, Mellon Street, and Mellon Terrace. The design will feature modern engineering solutions and new landscaping that prioritizes native plants and pollinators while reinforcing the hillside.
The following studies have been completed to inform the project design.
Engineering Solutions
With the classification as a high-hazard dam, Pittsburgh Water is required by the State to stabilize the hillside surrounding the reservoir. Modern engineering standards including installation of soil nails and flattening of the slope will stabilize the hillside, secure our water infrastructure, and protect downstream neighborhoods.
Landscape Design
Pennsylvania dam safety regulations do not permit trees on the embankment of dams. Due to these safety regulations, Pittsburgh Water must remove the trees surrounding the covered Highland Reservoir. This will help to improve structural integrity, provide for better drainage, reduce erosion, and improve ongoing maintenance of the slope.
Only grasses with shallow roots are permitted on the slope of the dam. At the base of the slope, planting areas designated for perennials, trees and shrubs have been identified. Pittsburgh Water is prioritizing native species and pollinators in the landscape design and is exploring reuse opportunities to repurpose the fallen trees.
Community Engagement
Pittsburgh Water hosted a two-part engagement series to inform the Highland Park community and surrounding neighborhoods about the project and invite feedback. During the February 5th informational meeting, participants expressed interest in a variety of topics including opportunities to enhance the trail network within Highland Park, preserve historic assets and the public space around the Reservoir, and consider the impact of construction on bird species and their nesting cycles.
Provided is the presentation that was shared with the community, the recording of the meeting, and the notes summarizing the discussion.
The February 28th Design Workshop will provide an opportunity for the community to provide further comment into the landscaping design, location of the security fence that will be installed around the Reservoir, and opportunities for public access to trails.
Pittsburgh Water will post the meeting materials from the Design Workshop along with a webform so anyone unable to attend the meeting can provide feedback.
