Will Pickering, Chief Executive Officer

Will Pickering has led Pittsburgh Water since June 2020, guiding the organization through a period of transformation and gaining national recognition. Under his leadership, Pittsburgh Water has delivered for its customers by replacing more than 14,000 public lead service lines, rehabilitating critical water and sewer infrastructure, and expanding customer assistance programs to ensure safe, reliable water for all.

He oversees a team of more than 400 professionals and is executing a five-year capital improvement plan of over $1 billion. In addition, he serves on the U.S. EPA’s National Drinking Water Advisory Council and the Board of Directors of the Association of Metropolitan Water Agencies.

Before becoming CEO, Will served as Pittsburgh Water’s Deputy Executive Director and Director of Public Affairs. He previously managed communications and government relations at DC Water, where he led engagement with federal, local, and regional governments. His career also includes roles in local and federal government.

Will holds a Bachelor of Science in Political Science from Santa Clara University and a Certificate in Public Management from George Washington University. He is committed to protecting public health and the environment by delivering safe, reliable water services and building a sustainable future for generations to come.

Jennifer Presutti, Chief Financial Officer

Jennifer Presutti came to Pittsburgh Water in the Finance department after serving the City of Pittsburgh for nearly 8 years as a budget analyst, senior budget analyst, capital budget manager, assistant director of capital and asset management, and lastly, director of the Office of Management and Budget (OMB). In May of 2020, Ms. Presutti was promoted from Director of Finance to the role of Deputy Executive Director, now serving as Chief Financial Officer. Ms. Presutti earned her Master's Degree in Public Policy and Management from the University of Pittsburgh.

Frank Sidari, Chief Operations & Environmental Compliance Officer

Frank P. Sidari III, PE, BCEE joined Pittsburgh Water in 2021 and serves as our Chief Operations & Environmental Compliance Officer. Mr. Sidari has over 20 years of experience supporting water and wastewater systems; including past work on Pittsburgh Water projects. Mr. Sidari is responsible for strategic and operational oversight of environmental compliance efforts. These efforts include expansion of the Environmental Compliance Program to cover all of Pittsburgh Water’s facilities and compliance with regulations associated with drinking water, stormwater, wastewater, chemicals, waste, and air. Mr. Sidari also oversees Pittsburgh Water's Operations team. He holds a Master’s Degree in Civil and Environmental Engineering from Carnegie Mellon University and is a professional and board-certified engineer.

Logan Carmichael, Chief People & Culture Officer

Logan Carmichael joined Pittsburgh Water as Director of Human Resources in February 2021. Mr. Carmichael is responsible for developing and driving the human resources strategy and administration aligned to the overall business plan and strategic direction of the organization, while ensuring that workplace culture, practices, policies, and operations support and achieve organizational objectives and values. Specific areas of focus include organizational development, talent acquisition, training & development, total compensation & benefits planning, change management, employee and labor relations, and workforce planning. Mr. Carmichael is a graduate of Robert Morris University with a BA in Communications, and an MS in Human Resources Management.

Lee Haller, Chief Information & Performance Officer

Lee Haller joined Pittsburgh Water in December 2019. Mr. Haller is responsible for the strategic and operational leadership of Pittsburgh Water’s technology teams as well as authority-wide performance management initiatives. In this role, Lee is focused on supporting and enhancing technology solutions that streamline internal operations and improve service for Pittsburgh Water customers. Prior to joining Pittsburgh Water, Mr. Haller was the Director of Innovation & Performance for the City of Pittsburgh and has held technology leadership roles in both public and private sector organizations. He has a Bachelor of Arts in Government and Environmental Science from the University of Notre Dame and a Master of Science in Public Policy and Management from Heinz College of Information Systems and Public Policy at Carnegie Mellon University.

Monica Walaan, Chief Legal & Ethics Officer

Monica Walaan, Esquire, joined Pittsburgh Water in March 2022 and serves as our Chief Legal Officer. In her role, Monica is responsible for providing strategic guidance, consultation, and support to the Authority regarding a comprehensive range of legal and ethics issues related to carrying out our mission. Prior to joining Pittsburgh Water, Ms. Walaan was the Vice President of Legal Affairs and Assistant General Counsel for a local municipal authority, where she was responsible for building, directing, and managing the day-to-day legal affairs of the organization. Monica earned her Juris Doctor from the Duquesne University School of Law and her Bachelor of Arts in Political Science and Sociology from the University of Pittsburgh. She is admitted to practice law in Pennsylvania and West Virginia. 

Chief Engineering Officer, Rachael Beam

Rachael Beam, Chief Engineering Officer

Rachael Beam joined Pittsburgh Water as the Chief Engineering Officer in January 2024.  In this role she is responsible for providing strategic and operational leadership, steering the direction, and ensuring the overall effectiveness of Pittsburgh Water’s engineering and construction operations. Prior to joining Pittsburgh Water, Rachael served as Engineering Manager for PA American Water Company, leading a team of engineers to implement the capital program for southwest PA. She has over twenty years of experience designing and managing water and wastewater projects throughout southwestern Pennsylvania. Rachael has a Bachelor’s degree in Civil and Environmental Engineering and a Master of Engineering in Engineering Management from Cornell University. She is a registered Professional Engineer in Pennsylvania.
