During a construction project or emergency repair, Pittsburgh Water staff and contractors will often require access to infrastructure that is underground. To access this infrastructure, the most direct route is typically by going through existing streets and sidewalks. Once that work is finished, the street or sidewalk surface will need to be restored back to the way it was before the excavation – a responsibility that’s also usually on us!
Surface restoration is an essential part of our job, and understanding the process helps explain why it sometimes takes time and multiple steps to complete.
Why Surface Restoration Is Necessary
Most of the infrastructure that keeps our city’s drinking water, wastewater, and stormwater flowing (including pipes, service lines, and water & sewer mains) lies beneath the surface. To be able to perform planned construction or emergency repairs on these buried assets, we usually need to dig into streets and sidewalks for access. Once that underground work is finished, the area must be restored to its previous condition for safe driving, walking, and community use.
The Process of Surface Restoration
Surface restoration typically falls into one of two categories: temporary restoration and final restoration. Each plays an important role in keeping neighborhoods safe and accessible while major underground work is underway.
Temporary Restoration
After crews finish an underground repair or construction project, the first step is to make the area safe and usable. You may notice imperfect patches of asphalt, gravel, or steel plates in areas with ongoing or recently completed below-surface work. This is referred to as temporary restoration. As the name suggests, these repair measures are only placeholders, designed to keep streets and sidewalks safe and passable until permanent restoration can occur.
Temporary restoration allows us to reopen streets, maintain traffic flow, and ensure pedestrian access even when final restoration cannot happen immediately due to weather, scheduling, or coordination with other agencies. While it may not match perfectly with the surrounding roadway or sidewalk, it serves an important purpose: keeping the community moving while we prepare for full restoration.
Final Restoration
Permanent, final restoration following underground work is our ultimate goal. Once a project is complete and conditions allow (more on this in the next section), our restoration contractors take over. Dedicated asphalt, concrete, and line‑painting crews focus on restoring sites to their previous condition. These crews work methodically across our service area, focusing on one area at a time for efficiency. Asphalt work and concrete work often happen separately, so the street and sidewalk restoration at a single site may be completed on different days.
What Affects Restoration Timing?
Surface restoration requires significant coordination, planning, and resources. At times, final restoration cannot take place right away, and may even need to wait beyond the current construction season until budgets and other variable conditions allow the work to be completed. While we make every effort to swiftly and efficiently restore streets and sidewalks to their previous condition, the following elements can influence project timelines:
- Coordination with local government & other utilities: Scheduling must be done in coordination with the City of Pittsburgh, and sometimes coincides with projects planned by providers of other utilities, like gas and electric. With many organizations working across the same streets, final restoration would be counterproductive if it just needs to be dug up again shortly thereafter.
- Weather: Permanent asphalt work can only be completed during warmer months, when asphalt plants are open. While planned construction largely aligns with this season, emergency repairs and lead service line replacements take place year-round, which means some sites must wait for final restoration.
- Budget: Restoring streets and sidewalks citywide is a major investment. In 2025, Pittsburgh Water restored around 800 locations, relying on a $16.5 million restoration budget. In 2026, funding increased to $29 million, allowing us to accelerate work and restore roughly 1,305 sites across the city.
- Crews and equipment: Asphalt and concrete crews operate separately and move through neighborhoods in sequence. This is the most efficient way to cover large areas, but it means street paving and sidewalk replacement may occur at different times. Staffing limitations and possible material & equipment shortages can also be limiting factors in how quickly final restoration can take place across our service area.
- Existing street conditions: Streets change over time as the City and other utilities repave them. This can reduce curb height or require adjustments like raising manholes. Our restoration is required to match the conditions that existed before excavation, but decades of prior repaving can influence what “restored” looks like.
