Most proposed developments within the PWSA service area will require approvals from one or more additional agencies. The information below is current to the best of our knowledge. Questions about application and submission requirements should be directed to the agency contact.

Allegheny County Health Department (ACHD)

ACHD administers the Plumbing Code in Allegheny County. PWSA and ACHD work together to approve tap-in plans. Depending on project scope, PWSA may require an ACHD permit prior to tap-in permit issuance.

Allegheny County Conservation District (ACCD)

 Developments that impact high quality or exceptional value streams as defined by regulations promulgated under the National Pollutant Discharge Elimination System (NPDES) will be required to obtain a permit from ACCD.

Allegheny County Sanitary Authority (ALCOSAN)

ALCOSAN is the agency that provides wastewater treatment in Allegheny County. All wastewater conveyed by PWSA flows to the ALCOSAN treatment plant. The DEP Sewage Facilities Planning Module requires review and signature from ALCOSAN. Any deduct meters must also obtain approval from ALCOSAN.

DCP reviews stormwater and zoning requirements for any development within the City of Pittsburgh.

City of Pittsburgh Law Department

The City of Pittsburgh Law Department approval is required on all DEP Sewage Facilities Planning Modules. They also create the resolution to obtain City Council approval.

Any developments that require a street vacation, traffic obstruction, or street opening must obtain a permit through DOMI.

 All building permits are issued through PLI including fire protection service and land operations.
